The sponsor's argument

Why Robert Jackson says this is needed

Under the New York City Tier 3 original, revised, and enhanced plans for Sanitation and Correction members, retirees are subject to a reduction in retirement benefits equal to 50% of the primary Social Security bene- fit commencing at age 62. Uniformed correction and sanitation officers who were employed prior to 2012 are not subject to this offset. There- fore, this legislation would establish equity in the pension system.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
