The sponsor's argument

Why Cordell Cleare says this is needed

New York State agencies distribute millions of dollars each year to fund original research projects. This research helps drive scientific, cultural, and technological innovation. However, this work is often inaccessible to widespread public access. This legislation requires individual agencies responsible for funding such research provide free public access to peer-reviewed and published research funded by the agency Research authors must submit, at minimum, their final published work to the funding agency, which the agency must make available to the public within twelve months after receipt. Our taxpayers should not have to face barriers to access final peer-re- viewed published research that is a product of their tax dollars. This legislation ensures taxpayer access at no cost.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
