The sponsor's argument

Why Jamaal Bailey says this is needed

Residents in some parts of New York State do not have access to fresh produce in their communities and must either travel far distances for it or do without. This legislation seeks to examine how vertical farming might address the issue of food deserts in the state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
