The sponsor's argument

Why Christopher Ryan says this is needed

There are currently more than 5,000 vacant full-time equivalent state positions. many of which are critical positions that would normally provide middle-class incomes to hard working state residents. These positions have remained unfilled because of a hiring freeze put in place by the Governor. In order to ameliorate service deficiencies caused by the unfilling of these positions, the Governor has started to outsource services that would normally be carried out by the State's workforce. This could result in the permanent displacement of jobs that provide residents with a means of achieving a middle-class life. This bill would preserve the economic opportunities these positions provide by prohibit- ing the outsourcing of services that would otherwise be performed by the state's unionized workforce.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
