The sponsor's argument

Why Mark Walczyk says this is needed

This bill would prohibit the use of a message of necessity for budget related bills. This measure would give legislators the full three-day aging process to review the proposed final budget.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
