The sponsor's argument

Why Gustavo Rivera says this is needed

Article 6 of the Public Health Law provides statutory authority for state aid for general public health work. The program provides reimbursement for expenses incurred by local health departments (LHDs) for core public health areas as defined in law. The services included in this program include family and reproductive healthcare, communicable disease control (i.e. immunizations), chronic disease prevention (i.e tuberculosis outreach), emergency preparedness, and more. In 2019, then-Governor Cuomo changed the reimbursement rate for this program for New York City from 36% to 20%, resulting in more than $62 million in lost funding to essential city public health programs. This has directly led to a loss in funding for health education, health insurance access, HIV/AIDS prevention and treatment, child and maternal health, viral hepatitis, and more. This bill will restore the reimburse- ment rate to match all other counties in New York State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
