The sponsor's argument

Why Dan Stec says this is needed

This legislation comes at the request of the Franklin County Legisla- ture. For years, the county has struggled to fill necessary and important positions due to a shortage of qualified applicants.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
