The sponsor's argument

Why Patricia Fahy says this is needed

Currently, OPWDD offers certain community based programs to people with developmental disabilities. These successful and popular programs provide critical support to individuals who may not need residential care, but who could benefit from services. An extension of the care demonstration program would highlight the State's commitment to support- ing New Yorkers with disabilities and ensure that they are able to access vital services. This bill would extend, until March 31, 2026, the Office for People with Developmental Disabilities' (OPWDD) authority to administer the care demonstration program to ensure community based services continue for individuals with disabilities.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
