The sponsor's argument

Why Patrick M. Gallivan says this is needed

Officer Melissa Baker has spent her career in service to our communities as a dedicated member of various law enforcement agencies within the Western New York region. This legislation establishes parity by permit- ting Officer Baker to transfer service credit accrued while employed as a police officer in a different municipality to her existing transit police department pension plan.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
