The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

The New York guard and Naval militia are an integral part of keeping our residents safe. They provide support and services at times of need. Including in the definition of a veteran under the veterans' services law allows them to access benefits they deserve. By passing this legis- lation, we can recognize them for their important service to the State of New York.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
