The sponsor's argument

Why Nathalia Fernandez says this is needed

According to the CDC over 81,000 drug overdose deaths occurred in the United States in the last 12 months ending in May 2020. This is the highest number of overdose within a 12 month period. The latest numbers suggest an acceleration of overdose during the COVID-19 pandemic. We need to do more to help those who are suffering with substance use disorder get connected to the care they need. There should be no wrong door to enter treatment. If someone is admitted to the hospital at risk of suffering from addiction everything should be done to make sure that the individual gets connected to services that can help them. This legislation seeks to help prevent overdose death and assist those who are seeking treatment to find providers by requiring that general hospitals provide education and connect them with service providers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
