The sponsor's argument

Why Toby Ann Stavisky says this is needed

General (not on site) supervision of physical therapist assistants by physical therapists is the standard recognized by the APTA and 49 states, including Vermont, Massachusetts, Connecticut, New Jersey, and Pennsylvania. Allowing for general supervision of PTAs in New York will provide more flexibility for the therapy workforce, more efficient use of resources and allow for greater patient access to care, particularly in underserved communities.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
