The sponsor's argument

Why Robert Jackson says this is needed

The current law limits the freedom of certain deputy sheriffs during collective bargaining by preventing them from discussing non-compensato- ry issues regarding their employment including job security and schedul- ing. By repealing this section of the law, these deputy sheriffs will be able to better negotiate the terms of their employment while considering previously neglected facets of their jobs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
