The sponsor's argument

Why Pete Harckham says this is needed

The Village of Briarcliff Manor, New York, in northern Westchester Coun- ty, seeks to continue its occupancy tax, which is limited to 3%. The Village Board and Mayor have asked for this extension to continue rais- ing revenues that have allowed the Village to maintain and expand services while keeping local property taxes as low as possible.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
