The sponsor's argument

Why Monica Martinez says this is needed

This will continue to have certain fees and charges permanent for emer- gency medical services and allow authorities in control of emergency medical services to establish the fees. This will ensure that all fee and charges are being paid, this will take effect nineteen days after becoming a law and will apply to health care claims being submitted on or after such date. It is the purpose of this act to ensure all fees and charges are being paid properly.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
