The sponsor's argument

Why Leroy Comrie says this is needed

Currently, there is no such notification system to inform PTA customers of bed bug infestations on MTA subways, trains and buses. This will help to address the immediate problem by preventing the transfer of bed bugs, thusly preventing the spread of the infestation to other facili- ties, residences, and vehicles.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
