The sponsor's argument

Why Anthony H. Palumbo says this is needed

Currently, the manufacture date of motor vehicle tires appears only on the tire itself. There have been cases of tires not passing annual inspection due to the fact they were old tires being sold as new. Having that date also appear on the consumer's receipt when purchased will prevent this from happening.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
