The sponsor's argument

Why Pete Harckham says this is needed

In Taconic Correctional Facility, Sing Sing Correctional Facility, and Bedford Hills Correction Facility, medical files of incarcerated indi- viduals are recorded on paper and stored in physical files within each facility. This not only leaves these records vulnerable to damage by physical events such as floods or fires but moreover, can be costly due to the resources necessary for upkeep and storage. This method makes things like transfers exceedingly difficult and puts incarcerated indi- viduals at risk if records are inaccessible or lost. This legislation will ensure that the medical records of incarcerated individuals are stored in a centralized electronic database, to better protect them from being damaged or misplaced. An electronic system will ensure that medical records are easily accessible by healthcare profes- sionals working in correctional facilities, best facilitating the care process.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
