The sponsor's argument

Why Roxanne J. Persaud says this is needed

This legislation strengthens consumer protections by requiring motor vehicle repair shops to clearly disclose whether replacement parts and/or labor are covered by a shop warranty. The bill also establishes penalties for noncompliance in the form of escalating fines for each violation. By increasing transparency between motor vehicle repair shops and their customers, this legislation ensure that consumers have clear information about repair shop warranties on parts and/or labor while promoting accountability and fair business practices across New York's automotive repair industry.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
