The sponsor's argument

Why Leroy Comrie says this is needed

To achieve the goals of the Climate Leadership and Community Protection Act, we must continue to support the transition to electric vehicles. Each year at an increasing rate, drivers are transitioning from gaso- line-powered vehicles to electric vehicles. To support this change, it is critical we take steps now to ensure that fast charging stations are readily available. This bill will ensure that we facilitate the deploy- ment of electric vehicle charging stations.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
