The sponsor's argument

Why Andrea Stewart-Cousins says this is needed

Municipalities need additional non-property tax sources of revenue to fund the basic services to keep their communities safe and properly serviced. This legislation will assist the town of Mount Pleasant in funding necessary services.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
