The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

In order to both retain and attract more National Guard members, New York State needs to address one of the many deterrents for National Guard families - affording quality child care when they are deployed. New York needs to step(p in because even with fee assistance from the Federal Department of Defense, childcare for National Guard members is still more expensive than the on base care that is afforded to most other military groups. Outside of the cost, the burden of finding quali- ty child care weighs heavily on National Guard families. This program seeks to alleviate the burden by providing assistance in locating and selecting childcare.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
