The sponsor's argument

Why Robert Rolison says this is needed

The Town of Union Vale has identified a need to enhance wireless commu- nication infrastructure to improve service and connectivity for resi- dents and emergency response services. The placement of a wireless communication tower in this location will help meet these needs while ensuring that the town invests in maintaining and enhancing public park- lands. By requiring that proceeds from the lease be used for new or improved park facilities, this legislation ensures that the community will not lose recreational opportunities and will continue to benefit from park- land investments.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
