The sponsor's argument

Why Jamaal Bailey says this is needed

Fathers play a critical part in the development of a child. Studies show that children with involved fathers have more positive outcomes regard- ing cognitive and behavioral development, general health and well-being, academic achievement, and self-esteem. The intent of this legislation is to create a framework at the Office of Children and Family Services to issue grants to initiatives that promote and advance fatherhood, includ- ing but not limited to all marginalized fatherhood groups.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
