The sponsor's argument

Why Jamaal Bailey says this is needed

When an away team comes to New York, its staff should have the ability to carry out their professional duties. There is no law in New York State explicitly allowing licensed athletic trainers from other states to practice here when they are traveling for job-related purposes. This bill simply codifies the ability of an athletic trainer to work in New York for the time of a sporting event or performance. By granting traveling licensed athletic trainers the ability to practice in New York, we continue to grow and strengthen this profession nation- wide.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
