The sponsor's argument

Why Shelley Mayer says this is needed

This bill improves resources and therefore programming for career, tech- nical and STEM education in school districts throughout the state. New York State provides aid to school districts to help them pay for services that they purchase from BOCES, including teachers for instruc- tion in career, technical and STEM education. There is, however, a cap on aidable teacher salaries which has not been increased since 1991. In that time, New York State has highlighted STEM and technology as priori- ties for preparing students for work and college in the 21st century. This bill updates aid to match the state's educational priorities, in both BOCES component school districts and in the Big 5 district that receives special services aid.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
