The sponsor's argument

Why Pete Harckham says this is needed

The Bedford Hills Fire Department serves and protects their community on a volunteer basis. Adjacent to the fire station is vacant property owned by the New York State Department of Transportation. The Department has issued a permit to permit parking by the members of the Bedford Hills Fire Department but the annual cost to the fire department to lease the land is in excess of $17,000. This vacant property currently generates no revenue for the state and there is no competing use that would lead to any revenue in the future. This bill provides access to the property without unjust enrichment by New York State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
