The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

Providing a formal definition of "private label" will add clarity to the Alcoholic Beverage Control Law. Consumers will have an increased oppor- tunity to select from private label wines owned by their local retailers and support growers throughout the State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
