The sponsor's argument
This bill will prohibit the sale, distribution, and use of leaded aviation gasoline (commonly known as "avgas") by airport operators and aviation retail establishments on January 1, 2031, with time-limited exceptions made for those with federal grants assurances. Lead is a well-documented neurotoxin with severe health impacts. The EPA has clas- sified avgas as the largest remaining source of lead emissions in the United States, and studies show that exposure to avgas disproportionate- ly affects communities near airports, as lead particles settle in surrounding neighborhoods and schools. New York State has a responsibil- ity to safeguard its residents from avgas and other forms of dangerous, toxic chemicals.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
