The sponsor's argument

Why Jake Ashby says this is needed

NYS families and businesses are struggling with the high cost of living and crushing taxes. New Yorkers pay some of the highest energy bills in the nation. This legislation would eliminate the 18-a utility tax, that was only ever meant to be a temporary tax when it was established in 2009; and it will help taxpayers lower their electric and heating bills.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
