The sponsor's argument

Why Pete Harckham says this is needed

The village of Croton-on-Hudson wants the ability to lease space on the fences at several sports fields under their jurisdiction for the purpose of advertising. This will increase revenue for the Village of Croton-on- Hudson Recreation and Parks Department, which will be utilized to improve and better maintain said fields. This may also reduce the tax burden on village residents.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
