The sponsor's argument

Why April Baskin says this is needed

Language access is a matter of more than just convenience, it's a matter of equity, dignity, and civil rights. Yet, for New York's foreign-speak- ing residents, having access to interpreters including translated infor- mation means being able to navigate the healthcare system, finding stable housing, being informed about their children's education, and understanding their own legal and civil rights. Without access to trained interpreters and translated documents, millions of New Yorkers are effectively shut out of government services. New York is a diverse state and effective language access is required for effective government services in this state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
