The sponsor's argument

Why Cordell Cleare says this is needed

The ESDC undertakes major projects with State money, funds, lands and tax and bond obligations. At various stages of these projects a public hearing is required. There is presently no requirement that the record- ing and posting of the public hearing be made in a timely matter, or at all. This legislation will correct such deficiency.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
