The sponsor's argument

Why Rachel May says this is needed

Currently, the Jamesville-Dewitt School District possesses land within the Town of Onondaga that is going unused. In coordination with the Town of Onondaga, they wish to be able to lease the land to the town for the purpose of constructing a new park. They want to lease as opposed to sell to retain the option to utilize the land in the future should growth of the school district necessitate it. Such an act would require the authorization of the legislature.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
