The sponsor's argument

Why Andrew J. Lanza says this is needed

In 1997 the Staten Island Expressway was ceremoniously named the MIA-POW Memorial Highway in honor of those who served our country, many of whom never came home. This bill would make this name official to pay tribute to those men and women who, in service to their country during times of conflict, were Prisoners of War or listed as Missing in Action.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
