The sponsor's argument

Why Rachel May says this is needed

The purpose of the New York State Lemon Law is to protect consumers from deceitful selling practices and faulty manufacturing. Currently, vehi- cles that are used primarily for commercial or business purposes are not covered, including those purchased by small businesses. Businesses are not exempt from being victims of predatory sellers, nor are the vehicles they purchase immune to possible flaws in the manufacturing process. More than half of all states already include vehicles purchased for commercial purposes in their Lemon Law statutes.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
