The sponsor's argument

Why Mario Mattera says this is needed

With the passage of the CLCPA and all the rules and regulations that came out of it, it is more important than ever that we create a council that will function as part of CLCPA by ensuring that our ratepayers and businesses across the state are protected from the costs associated with this plan. Unlike the Climate Action Committee, this Council will be required to meet quarterly and must report on the cost associated with any action taken by the council". It is the responsibility of the state to make sure that the ratepayers and businesses are fully aware of the costs so that all. New Yorkers are aware of the full impact of New York State's energy policies.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
