The sponsor's argument

Why Jamaal Bailey says this is needed

When New York State legalized mobile sports wagering in 2022, it imme- diately saw success in raising tax revenue. New York collected a combined $909 million in taxes and licensing fees from mobile sports betting during the first year of operation, making it a national leader in this form of revenue. This bill adds language expanding the criteria of entities that are eligible to receive funding to include programming improvements and capital equipment for sports teams and programs for underserved youth under the age of 18.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
