The sponsor's argument

Why Jamaal Bailey says this is needed

The city of Mount Vernon recognizes the importance of ensuring the safe- ty of children within school speed zones. Therefore, Mount Vernon would like to implement measures to monitor and enforce speed limits within such zones. To improve enforcement, the city intends to make use of photo speed violation monitoring systems.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
