The sponsor's argument

Why James Skoufis says this is needed

The CDC estimates that the actual number of acute hepatitis B cases was close to 14,000 in 2020. Many more people (about 880,000) are estimated to be living with chronic, long-term hepatitis B. The CDC recommends that all infants, children, and adults get the hepatitis B vaccine. Required immunizations against hepatitis B for college students will reduce hospitalizations and deaths from hepatitis B, saving lives and resources and funding healthcare costs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
