The sponsor's argument

Why Cordell Cleare says this is needed

In New York State, not-for-profit organizations struggle with procuring receipts of contract approvals and the funds allocated from said contracts. In order to quell this problem,. New York State must create a database that includes a list of all not-for-profit organizations contracts, certificates, approvals, and allocation of funds.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
