The sponsor's argument

Why Robert Jackson says this is needed

The corrections sector relies on experienced staff for professional operations. Currently, they are facing vast staffing challenges with the recruitment and retention of personnel. Corrections Department is seeing an exodus of senior staff after their completion of twenty-five years of creditable service. If enacted, this bill would provide an incentive for experienced staff to remain in service, helping to eliminate staffing challenges and aid in retaining experienced and qualified personnel. LEGISLATIVE: New bill.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
