The sponsor's argument

Why Nathalia Fernandez says this is needed

The city of New Rochelle is requesting authorization from the legisla- ture to impose an additional one percent sales and compensating use tax above the standard three percent rate for the period January 1, 2025 to December 31, 2027. Revenues from the additional tax will assist the City of New Rochelle in providing essential services, while maintaining a balanced budget.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
