The sponsor's argument
Why Patrick M. Gallivan says this is needed
This legislation will recognize the importance of the state police who have nobly sacrificed their lives for the people of this State. The recognition which shall be bestowed by this Task Force will be a daily reminder for those traveling along a state highway of their friends, family, and neighbors who have proudly served in our state police force and will show appreciation for those who have fallen in the line of duty. Furthermore, the mission of the State Trooper Highway Memorial Task Force will be to develop and establish guidelines for recognition of members of the Division of State Police who have died in the line of duty while providing an organizational method by which these memorials are created. By including the Commissioner of Transportation or his or her designee and the Superintendent of State Police on the Task Force to approve such requests, a safe and effective method with consideration to traffic flow will be established as to where memorials are placed.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
