The sponsor's argument

Why Jack M. Martins says this is needed

Dawn Ward began her career in municipal government with the Village of Kensington in 1993. However, she was not offered the opportunity to join the retirement system at that time. When she did join in 2011 she was placed in Tier V. This legislation would allow Ms. Ward to apply to join the retirement system as of November 1, 1993 and be granted Tier IV status.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
