The sponsor's argument

Why James Skoufis says this is needed

This change brings insurance requirements for the peer-to-peer car-shar- ing industry in line with traditional rental car companies, creating parity between the industries. This ensures that peer-to-peer car-shar- ing programs are not subject to stricter requirements than rental car companies.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
