The sponsor's argument

Why Kevin S. Parker says this is needed

It is essential that people suffering from substance use disorders be entitled to the same type of rights and protections that are afforded to persons seeking other forms of medical care. Clearly enumerating the rights that persons in treatment are entitled to will help to provide essential protections for a vulnerable population.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
