The sponsor's argument

Why Patrick M. Gallivan says this is needed

NYS Thruway maintenance supervisor Stephen "Steve" Ebling, a 15-year veteran with the New York State Thruway Authority-Buffalo Maintenance Division, was killed while performing his duties when he was struck by a car that crossed over the hazard markings on the highway on Monday November 4th, 2024. He was 58 years old. Maintenance supervisor Ebling was a dedicated, hardworking public serv- ant. This legislation rightly recognizes his sacrifice in the line of duty, as well as accentuates the hazardous work conditions he and others regularly face when working on our roadways.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
