The sponsor's argument
The City of Lackawanna faces serious financial challenges. Over the post 30 years, the city has seen its revenue decrease while the cost of its aging infrastructure continues to rise. Although city leaders should be commended for their efforts, the maintenance and upkeep of this portion of Ridge Road (2.5 miles) is costly, given the poor condition of the bridges located on this road and heavy traffic volume. This section of Ridge Road is highly traveled and connects residents of the city of Buffalo to NYS Route 5, a major thoroughfare and access point to downtown Buffalo and the Southtowns. Given its central location, many businesses use this access point to truck their goods to locations across the state and country, increasing the wear and tear on the road and bridge. Designating this portion of Ridge Road as a state highway sill relieve the financial burden on the municipality. The city of Lackawanna supports this bill,
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
