The sponsor's argument

Why April Baskin says this is needed

The City of Lackawanna is currently facing very serious financial prob- lems, due to a shrinking tax base and rising costs. Although city lead- ers have done a great deal to increase revenues, they are nonetheless faced with mounting Costs, such as road repair, maintenance and snow- plowing. Under New York's highway law, highways and roadways lying with- in city limits fall under the jurisdiction of said city, while state highways and state roadways fall under the jurisdiction of the state. The NYS Department of Transportation plows and maintains South Park Avenue outside of the city limits, and this legislation would include an additional 9,920 feet of South Park Avenue under NYS DOT jurisdiction, thereby relieving the City of Lackawanna of the costs associated with the care of this roadway.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
